Water transfers, the Trust Water Right Program (TWRP), and water banking are critical tools to manage the beneficial use of water resources in watersheds with limited water availability. These tools are meant to preserve water and natural resources, protect public health, and support our state’s economic wellbeing. However, there have been recent concerns that water banking and the TWRP are being used in ways not originally intended by the Legislature.
