The state has adopted greenhouse gas emissions limits without specifying the policies that will achieve the level of reduction set in statute. RCW 70A.45.020. Washington has adopted policies to reduce greenhouse gas emissions from the electricity sector (SB 5116 (2019)) and the building sector (HB 1257 (2019); HB 2405 (2020)), and provided a suite of incentives for alternative fuel vehicles to get at the emissions in the transportation sector (HB 2042 (2019)).
