The Growth Management Act started as a framework for local governments to plan for their communities. It has now become a way for stakeholders in Olympia to impose new obligations on communities. Here is a link to a backgrounder on the GMA. This bill is similar to HB 1099 that went through Environment and Energy Committee last year and died during concurrence. The House vote was 57-41 along party lines. HB 1181 came out of Local Government and Appropriations Committees on party-line votes.
