Between 2013-2019, Governor Inslee issued just over 11 proclamations per year. In 2020, the governor issued 71 new proclamations specifically for COVID-19 with many being extended and updated since the beginning of the pandemic. The way the law is currently written, the governor has broad authority to create proclamations with limited oversight from the Legislature.
