    Dear Friends and Neighbors, Monday, May 13, was first day of the 2013 special session. The regular, 105-day legislative session ended April 28. Because no agreement could be reached on a state operating budget, the governor called a special session. During the special session and into the interim I will be sending you updates like this one to keep you informed. Please feel free to pass this e-mail along to others who may be interested.     House Democrats pass bill to increase taxes that could close businesses in Clark County
    April 25, 2013

    Yesterday, April 24, Democrats in the House of Representatives ignored repeated opposition by Republicans and passed House Bill 2038, which would increase taxes on small service business by $905 million. The bill narrowly passed with a 50 to 47 vote as five Democrats sided with Republicans. According to the title, the intent of the bill is to fund the education legacy trust account through new taxes and ending tax exemptions that were set to expire in June. Continue reading

    Rep. Brandon Vick appointed to Legislative Ethics Board

    Rep. Brandon Vick, R-Felida, was chosen to serve on the Legislative Ethics Board. This is a unconventional appointment for a freshmen legislator since the position is usually assigned to those with extensive legislative experience. The board administers the State Ethics Act, which states that “ethics in government are the foundation on which the structure of government rests.” Continue reading

    Dear Friends and Neighbors,

    We are down to the final weeks of the 2013 legislative session which is scheduled to conclude on April 28. Our final committee cutoff was today, April 9. Now it is time for the Legislature to focus on the three major budgets (transportation, capital and general operating). We will resume voting on the House floor this week and I anticipate we will work late into the evening on several occasions. At this stage, bills which have not changed from their Senate versions, and are voted off the House floor, go directly to the governor for his signature or veto.     Rep. Brandon Vick: ‘Forecast demonstrates no new taxes are needed’

    Rep. Brandon Vick, R-Felida, assistant ranking Republican on the Business and Financial Services Committee, responded with this statement:

    “While the forecasted revenue wasn’t as high as we expected, there is still growth, which shows we have a recovering economy. With this good news I see no need for new taxes on families and hardworking taxpayers to balance the budget. At this point we have already seen $10 billon in proposed tax increases and any arguments in favor of additional taxes would only be due to politics. Continue reading


    Rep. Vick’s bill insight for the week of March 18 – March 22, 2013

    We are now more than half-way through the session that is scheduled to end April 28. Three major deadlines (cut-offs) have happened – February 22, last day for bills to be passed out of policy committees; March 1, last day for bills to pass budget committees; March 13, last day for bills to be passed off the House floor. You can see a calendar of all the cut-offs here. Because of these deadlines, many of the bills introduced this session are now dead. Culling bills is positive since more than one thousand bills were introduced in just 52 days. Technically any bill can be revived but it is difficult and unlikely. Continue reading

    There have been 1,036 bills introduced in the House as of Feb. 22. This is an amazing, and many would say unnecessary, amount of new legislation considering the expense of each proposal.

    Several bills have died in committee as the policy cutoff date has passed. However, some good legislation is still alive moving. Unfortunately, the same can be said for “bad bills.” To see a list of impactful legislation that died click here. I’ve included a short overview of three bills (below) that are still being considered this week. I believe this will make you more knowledgeable about the decisions your government is making.
